This paper was presented as an invited talk at the Symposium on Transparent Conducting Materials in Hersonnisos, Crete 2010 and gives a systematic study of the relationship between the properties of transparent conducting oxides (TCO) and the performance of thin film PV cells. Providing a complete structure under very controlled conditions enabled a more systematic study than reported previously in the literature and gave insights to the resistivity and role of surface morphology of the TCO. This paper led to NSG Pilkington introducing a new grade of TCO, called TEC 10 which has been tested by Prof Irvine’s team following this publication
