<3> The paper is one of the few early ones to argue that the causes underlying the major cloud/datacentre outages occurred recently are so complex in their origin and manifestation that outages occur despite best efforts made to avoid them and a practical approach is to have built-in mechanisms to tolerate them. It is the first one to develop an outage tolerance scheme by Geo-Replication of services. The scheme is explicitly designed to keep tolerance overhead negligibly small in the absence of outages, as outages are generally rare events. Implementation and performance measured confirm that this design objective is met.
