This output is the product of theoretical and empirical work with the Directorate General of the EU with responsibility for the regions. It has been published by the EU and is part of the guidance provided to all EU member states for the evaluation of cohesion and integration fund expenditure. Output 3 was originally commissioned by the EU and presented via a Keynote address on Evaluation use and usability: theoretical foundations and current state of international thinking at the Joint Meeting of DG REGIO Evaluation Network and ESF Evaluation Partnership Gdansk 8 July 2011 on the occasion of the Polish take-up of the EU presidency. It is being used as guidance for country based evaluations within the European regions and member states. It has also been used by HEFCE as guidance for CETL evaluations and widening participation. The Scottish University sector also use the framework various QAA workshop events.
