This paper presents the first identification and introduction of positive model error correlation into a hydrological regression model linking flood statistics to catchment properties. The paper is published in the most prestigious water resources journal, and the author was invited to give a presentation on this work at a UNESCO sponsored workshop in Prague in 2008. Based on UK flood data, the resulting model has been recommended for use by the Environment Agency. The model underpins the EA's flood risk maps and therefore has great relevance for urban flood risk.
