While Output number 3 was submitted to the Scottish Government in October 2007 and the document’s copyright bears that date, publication was in fact delayed pending the outcome of a public consultation held in autumn 2008. As a result the document was not released into the public domain, either in electronic form or as a hard copy until December 2009. The Scottish Government have confirmed this to be the case.
