<06>This paper is of the IEEE Transactions highest standards. IEEE TPDS in particular is the highest impact outlet in parallel and distributed systems. This work proves the feasibility and benefit of measurement-based resource provisioning for Cloud Data Centres in short timescales, and demonstrates network-wide utilisation savings of up to 20%. The paper includes the first implementation of the PEFT algorithm for Cloud environments, and a rigorous evaluation using simulation and a fully implemented working system tested in a realistic setting. This work challenges the common practice of static overprovisioning and demonstrates the benefits of adaptive and efficient resource usage.
