This paper develops a consumption–based accounting framework for carbon emissions, producing radically different answers than conventional methods. The framework was pioneered initially for the Carbon Trust who published the first such account of carbon emissions by a government body in the UK. (‘The Carbon Emissions in all that we consume’ Carbon Trust 2006). The work proved influential in the Carbon Trust’s ongoing work on carbon labelling and also in the development of carbon-based accounting in the UK. Members of the team who wrote the paper engaged closely with Defra and DECC in their own examination of consumption based accounting.
