This is an interpretation of the promotional and regulatory dimensions of official minority language policies in Europe and Canada. Through an analysis of evidence drawn from public administration, legislation, government policy and socio-linguistic research gathered through extensive fieldwork and interviews over a seven year period, the author identifies the systematic inadequacies of minority language strategies and argues for a holistic and robust process of policy implementation, ranging from the international to the regional levels of governance.
