Cooper’s research for this article was funded by a small grant from the British Academy (ref: SG101199) and from the Trust for Research and Education on the Arms Trade. Research included archival work and some 25 semi-structured interviews with a wide range of UN, EU, government and NGO representatives in (i) London and (ii) New York at a series of Prep-Com meetings and during the negotiations in July 2012. The article represented one of the earliest academic publications evaluating the negotiations on the treaty, the failure of the negotiating conference in July 2012 and the options for further action.
