In an attempt to fill the gulf between mathematical models for static and dynamic Network Traffic Assignment, this paper establishes a quasi-dynamic model, and demonstrates that it has desirable analytical properties. This paper is the result of an international collaboration with Professor Nakayama (Kanazawa University) cultivated over several years of reciprocal visits. Past work on quasi-dynamic models is mostly in Japanese. This paper advances the methodology of quasi-dynamic assignment, and brings the research to an English audience.
