This paper contributes to the literature on competition in the presence of cordon tolls, by considering the welfare and policy implications when responsibilities for the implementation of toll policies are devolved to local governmnents with conflicting objectives. An earlier conference version of the paper by Koh was joint winner of the 'Outstanding Student Paper Award' at the 15th International Conference of the Hong Kong Society for Transport Studies (December, 2010). The paper was subject to further development and extension before final publication in Transportmetrica.
