This paper, which arises from research funded by EPSRC grant EP/COO7913/1, as well as by the Irish National Development Plan, the Irish Higher Education Authority and “Strand 1: North South Programme for Collaborative Research”, introduces a novel approach for modelling dynamic (time varying) flows on road traffic networks. The approach is novel in its separation of network assignment from modelling flows within links, and has subsequently been exploited by others, e.g. it was adopted as the methodology prepared for Virginia Transportation Research Council, sponsored by the Virginian and US Departments of Transportation (PennDOT/MAUTC Contract 510401 and DTRS99-G-0003, March 2010; http://ntl.bts.gov/lib/47000/47100/47115/VT-2008-07.pdf).
