Paper proposes new algorithm to study lack of robustness of water-pipe networks. Novelty of algorithm is hierarchical description of structure and identification of vulnerable failure scenarios based on consequences of failure. It establishes approach for examining "low-probability high-consequence"’ events and overcomes limitations of traditional approach based on chance of failure alone. Paper has influenced international research groups [Prof. Martinez-Rodriguez, Instituto Superior Politécnico José Antonio Echeverria, Cuba; Prof. Christodoulou, University of Cyrus, Cyprus; Prof. Park, Pusan National University, South Korea].
