This paper, which was commissioned as part of the Joseph Rowntree Foundation's work on contemporary social evils, was published both as a separate 'Viewpoint' and as a chapter in 'Contemporary Social Evils', published by Policy Press in 2009. Other contributors to the book range from Zygmunt Bauman to Rabbi Julia Neuberger. Rather than focusing on policy approaches that merely tackle the symptoms of social problems the paper also calls for more in-depth, long-term approaches which gets to the root causes of social problems which have their foundations in inequality.
