<22>We extend research originally presented at ISWC 2010, the premier venue for research on Semantic Web, attesting its originality, relevance, timeliness and scientific rigour. It describes means to represent and reason with and about policies – generic descriptions of what components should, may or may not do in societies of self-interested agents. The research was done within the UK-US International Technology Alliance project (www.usukita.org), proposing a fresh perspective on autonomy with guarantees (on policy-compliant behaviours and feasibility of associated mechanisms). The formalism and mechanisms have influenced the cross-disciplinary research agenda of the RCUK Digital Economy Hub dot.rural (http://www.dotrural.ac.uk/).
