<04> The paper presents the foundation communications protocol for an Open Communication between IP based devices such as computers and mobile phones and non-IP devices such as sensors. This allows an Open Unified architecture for deployment of sensors to large scale disaster and public safety scenarios that may result in saving lives of rescue teams. The proposed architecture is currently part of discussions for the establishment of an Emergency Services Common Reference Architecture project with General Dynamics UK Ltd. This work is also part of the final EC COST290 report.
