<13> The paper was presented at a Royal Society Discussion Meeting on the interface between communication and road networks. The central component of the work on journey time prediction resulted from a Department for Transport funded project Department for Transport Horizons Research Programme “Investigating the handling of large transport related datasets” (project number H05-217) to use for the first time large quantities of data gathered by the Highways Agency from loop detectors under motorways. The approach was influential at the time on promoting the value to government (and academia) of adopting a policy of open data.
