A novel, intelligent image processing system for observation satellites, capable of performing automatic flood monitoring, is presented. The innovative combination of optical imagery and GPS reflectometry is augmented with fuzzy logic techniques. Feasibility is assessed using multi-spectral images, captured by Surrey Satellite Technology Limited (SSTL) satellites. Recommendations are given for upgrading payload computing facilities on board small satellites to meet the demands of the required high-performance computing. This research is conducted in collaboration with the UK satellite manufacturer SSTL.
