Published in this leading international journal on multimedia, this paper presents an accurate complexity control technique for H.264/AVC software based video encoders. Building on the previous successful techniques that exploit unconstrained Lagrange optimization for macroblock skip prediction in encoder complexity reduction, this work combines Baysian probability distributions and multi attribute decision making methodology to accurately control the computational complexity of a software based H.264/AVC encoder. This approach is particularly useful for software based encoders running on power constrained devices such as smart phones, to control the power consumption in order to prolong the battery life of the device.
