Energy Intensity (EI) is often used as a proxy for Energy Efficiency (EE), despite its recognised drawbacks. This paper combines energy demand and stochastic frontier modelling to introduce an innovative and more robust way of measuring EE – showing that EI can give misleading signals for a number of countries. Moreover, the proposed method provides policymakers with a more robust method for measuring EE and therefore better informs EE policy initiatives.
