A paper that emerged out of an EU Framework 7 project completed in 2011. The project was one of the very first to focus upon the impact that indicators and indices have upon EU policy and this paper presents the first published quantitative analysis of the reporting of some important indices (Human Development Index, Corruption Perception Index, Ecological Footprint) by the popular press in the UK. The paper sets out the need to consider success of indices in terms that are not just technical but which include their reporting and use by 'consumers' of the indices.
