This paper was the first to analyse the effects of trends in the incidence of mixed phase hydrometeors on terrestrial telecommunications links. Currently, globally-recognised ITU-R radio propagation models maintained in the P recommendations, assume a stationary climate. This paper identified a fundamental flaw in the verification of these recommendations using the ITU-R database, and demonstrated that in a non-stationary climate, different techniques are required to determine model parameters. This work contributed to a formal question at the World Radio Conference 2012 and Resolution 672, and became a major part of COST IC0802 Final Report Section 2.1.1 (in-press: http://www.tesa.prd.fr/cost/IC0802_documents.html; http://www.cost.eu/domains_actions/ict/Actions/IC0802).
