<22>This paper is a formal account of a rule-based language to specify norms in electronic institutions. Its originality comes from the fact that the language has operational semantics and is more general than other previously proposed languages in the literature. The paper's contribution is significant because most other languages lacked operational semantics and were far from being deployed. Mappings from several other languages can also be found in the paper.

The publication venue is the most prestigious journal in the area of multiagent systems with high impact in the field.
