<17>The paper presents an original view on the role of aggregations in the adoption of Open Access (OA) policies. It shows how aggregations can enable the reuse of OA content globally, which has not been accomplished, and speed-up the adoption of OA. Aggregated and pre-processed content is a pre-requisite for successful text mining that underpins scientific meta-studies and discovery of knowledge implicit in the existing papers. The novel architecture described in the paper is the basis for the CORE system selected by Jisc in 2013 as the UK national Open Access aggregator (see impact case study).
