This paper solves a long-standing, fundamental problem in the correct formulation of turbulent dispersion models. The work presented in this paper identifies important, previously unrecognized, differences between contending models and showed that the approach developed at Newcastle provides the most consistent framework in which such models can be developed. Subtle errors inherent in other models are shown to lead to physically unrealistic predictions for dispersion in inhomogeneous flow that seriously compromise the applicability of these alternative formulations.
