This article is closely linked to earlier work by Luckin on the ‘failure’ of reconstruction in post-1945 Manchester. Over time, it resulted in the main author becoming closely associated with policy-oriented scholars in mobility research. The article grew out of a three-year Wellcome-funded Fellowship initially concerned with ‘Hidden Victims: Road Traffic Accidents in Twentieth Century Britain’ held at the Centre for the History of Science, Technology and Medicine at the University of Manchester. The author has been an Associate member of this group for 30 years.
