This paper arises from an ongoing collaboration with Volker Wille, Nokia Siemens Networks, and Matías Toril, University of Malaga. As part of the work towards this paper, Matías has visited the University of Greenwich for two extended periods (June-September 2006 and July-August 2010). The work is still ongoing and I am currently an External Advisor on one of his projects, Self-optimising heterogeneous mobile radio access networks, http://mobilenet.ic.uma.es/index.php?option=com_content&view=article&id=9&Itemid=5.
