Most studies of returned highly-skilled migrants in China focus on the role of national policies, overlooking the municipal level where talent attraction and employment are concentrated. Through a comparative study of returned skills in Beijing, Shanghai, Guangzhou and Shenzhen, based on in-depth interviews, policy analysis and statistical data, this study unveils a variety and flexibility in local appeals to return migration. It argues that returned skills migration needs to be understood in an analytical framework that focuses on the industrial structure of the individual city, mediated by social, cultural and geographical factors, as well as by government policies.
