A protocol for carbon emissions accounting in infrastructure decisions
The paper has shaped the protocols for carbon accounting methodologies, providing key elements of systems thinking in the ICE’s Low Carbon Infrastructure Trajectory 2050 (http://www.ice.org.uk/getattachment/75ab26c8-fc21-40ef-a0d8-548dae834144/ICE-low-carbon-infrastructure-trajectory---2050.aspx ). Paper led to an invitation from DfID to write a Topic Guidance Note for international distribution. The Paper exemplified the application “a systems approach” to infrastructure decision-making, a view which has gained significant traction, in part through related ICE Proceedings papers by the lead author – “Now is the Time” (Presidential Address, 2009);“Engineering Civilisation from the Shadows” (6th ICE Brunel International Lecture, 2007); “Systems and the formation of the civil engineer” (2004).
