This theoretical article contributes an original analytical framework for assessing success or failure indicators in international development projects. Bass led rigorous validation of the framework using case study fieldwork analysing computing curricula change in Ethiopian universities. This research arose from a workshop co-chaired by Bass, with funding he secured from the UK Deputy High Commission in Bangalore, India in collaboration with Manchester Business School and Carnegie Mellon University. The significance of this research is indicated by adoption of the analytical framework to evaluate wireless multi-casting in Nepali schools and cloud computing adoption by SMEs in sub-Saharan Africa currently in progress.
