This article was one of the first (and only) articles to systematically evaluate the role of UN Special Procedures. It draws on work undertaken for a UK-based by-invitation workshop on the role of Special Procedures at which the author was one of the only non-UN Special Procedures to present. The article is contemporaneous with the major external reviews on reforming the UN Special Procedures further to the establishment of the UN Human Rights Council.
