This paper, funded by the EPSRC Distillate project (GR/S90829/01), introduces off-street car parks within network assignment models, and develops innovative approaches to calibrating and validating a parking search time function. The research yields a practical tool for the policy testing of parking charges by local authorities and other agencies involved in managing car parks.
