The work was motivated by the sponsor’s (EU DG-TREN, contact: Frank Jost) desire to understand the extent to which railway infrastructure costs varied with traffic to inform marginal cost pricing policy. The findings were used as evidence with respect to the recast of EU legislation on infrastructure charging via the RailCalc project (DG-TREN). Subsequently the British Office for Rail Regulation commissioned ITS (RG.TRAN.473416, contact: Doug Rendell) to provide a validation comparison of our results with existing industry models for use in the regulatory settlement for Network Rail in 2008.
