This paper reports on an international study of the movement of policies between cities, collaborating with leading scholars from UC Berkeley. Although cities are recognised as increasingly important decision-making units, there are few studies on how they learn about each other’s practices. This paper is one of few trans-national studies of this phenomenon in engineering and the built environment. The research was commissioned by the Volvo Research and Educational Foundation (TN-08-01; contact: Mans Lonnroth) to inform their future funding programmes and to stimulate greater impact from research with end users.
