This paper is one of the outputs resulting from a newly formed collaboration with Prof Hai-Jun Huang’s research lab in BeiHang University, Beijing, and is the first paper in the bottleneck modelling literature to tackle the problem of ‘stochastic capacity’: the effect of day-to-day variability in the capacity of the congestion bottleneck on morning commuters’ departure time choice. On the basis of this work, a one-year Visiting Scholarship was funded by the China Scholarship Council to support continued and closer collaboration between two of the authors (Xiao and Liu) which took place in Leeds during 2012-13.
