This paper builds on previous long standing research into 2D modelling of the shallow water equations at Leeds. It incorporates work developed under the EPSRC-funded Flood Risk Management Research Consortium (FRMRC: EP/F020511/1). This particular paper takes the 1D technique and extends it to 2D in a novel way to overcome the perennial problems of wetting and drying over complex topography and develops it into a methodology of practical significance for flood risk inundation modelling.
