This chapter considers the debate over whether Palestine could be used as a refuge for persecuted Jews, or whether the Italian colonies of Eritrea and Libya should be used. This question has been largely neglected by historians.<br/><br/>It sets out the process through which the Americans and the British, via Churchill, Roosevelt, and their ministers and officials, explored the settlement options for the Jewish refugees, and examines the route to the conclusion of the British Committee on Palestine (part of the War Cabinet) which favoured investigation of satellite colonies over the use of the Italian colonies in Libya and Eritrea.
