This paper describes a method developed to analyse the macro future cooling requirements of major cities. Based upon a new investigation using London's key building stock, the paper identifies the likely use of future cooling and how buildings will be affected by change in system mix, improvements in system efficiencies, and varying degrees of climate change. This study was used for a London Development Agency technical memorandum titled “A Low Carbon Cooling Guide – Advice and Guidance to support Implementation of Energy Planning Policy” and to inform London Energy Planning Policy. The study has been replicated in other major cities worldwide.
