Estimating the cost of developing software is a major problem, particularly for software houses, as a contract based on an under-estimate could cost them considerable money. Estimates based on an organisation's experience may be poor, particularly for new types of software. This paper discusses the use of a number of statistical approaches to cost estimation, using a large set of published data on software projects, and gives a detailed comparison of the results, so enabling organisations to improve accuracy of estimation and more projects being completed on budget.
