This paper is based on empirical research into changes to Higher Education admissions policy and practices in English Higher Education Institutions. It finds that institutional differentiation, as encouraged by an overtly market driven system, has increased since the Schwartz report and that, while transparency and consistency about admissions have been improved, that has not translated into systemic advances in making access to higher education fairer or the system more diverse.
