TESTING WIN-WIN SCENARIOS: <br/>The environmental policy of Germany’s Grand Coalition Government 2005-2009<br/><br/>Eco-political theorists have suggested that economy and ecology are not necessarily mutually exclusive, but that environmental policy can in fact work as a stimulus for economic innovation and growth. This article uses the environmental policy of the German Grand Coalition Government 2005-2009 – which had explicitly devised an ‘ecological industrial policy’ – as a case study for investigating to what extent this theoretical claim actually holds true in political practice. Detailed policy analysis reveals that the German Government clearly favoured economic over ecological outcomes. <br/>
