This paper arises from the FP7 INSTINCT Integrated Project coordinated by Brunel. A system for monitoring the quality of service of video content delivered to mobile handsets using TV to mobiles technology Digital Video Broadcasting for Handheld (DVB-H) is reported. Parameters defined in motion picture (MPEG-2) transport streams reconstructed at the transmitter are used to detect problems on the IP backbone network allowing recovery of service quality when the transmitter operator cannot access parts of the backbone. Although DVB-H was not commercially successful core ideas in the paper apply to its successor DVB-T2 Lite where T stands for Terrestrial.
