The work reported in this paper was supported by the European Commission IST project—PLUTO (Physical Layer DVB Transmission Optimization). Digital Video Broadcasting (DVB) TV companies wish to offer TV and radio services to mobile handsets. The first attempt to do so, DVB for Handheld (DVB-H), was not commercially successful partly because it needs small cells to guarantee good video quality. This paper investigates the use of a transmit diversity scheme on DVB-H networks showing it improves reception and video quality enabling network costs to be reduced by reducing the number of cells needed.
