DTV4All (http://www.psp-dtv4all.org) is a project funded by the European Commission under the CIP ICT Policy Support Programme (EUR 1.46m, EUR 220k to Brunel) to facilitate the provision of access services on digital television across Europe, co-ordinated by Itagaki. The project consortium includes academics, national and regional public broadcasters – such as RAI of Italy. This paper clearly identified and clarified regulatory issues on medium to long term deployment of digital TV with accessibility services. Related works have been in progress with the ITU-T Focus Group on Audio-visual Media Accessibility (http://www.itu.int/en/ITU-T/focusgroups/ava/Pages/default.aspx), where Itagaki is the Working Group D co-ordinator.
