This is the only published output of a research contract commissioned by the Welsh Assembly Government in 2006-07, although findings were discussed with two Welsh Parliamentary Committees and other Welsh policy documents referred to the study’s unpublished report as ‘The Bramley Report’. (It was not the routine practice of the Local Government Finance policy directorate to publish commissioned research reports).
