This is the first paper to address how the latency of communications networks affects the stability of Load Frequency Control for conventional power systems, of relevance to the integration of large-scale intermittent wind power. The paper contributed to the award of an EPSRC grant (EP/L001004/1). It is the foundation for further results for deregulated power system published in IEEE Trans. Power Systems (DOI: 10.1109 / TPWRS.2013. 2265104).
