Additional information

This paper arose from research commissioned by the Highways Agency (Task 387(379)WSPB, contacts: Richard Arrowsmith and Ian Warren). The work, which set out to investigate the impact of traffic growth on travel time on the strategic road network in England, contributed towards a subsequent change in the main performance indicator 'Public Service Agreement' target for the agency’s investment strategy (http://webarchive.nationalarchives.gov.uk/20100202184438/http://www.dft.gov.uk/about/howthedftworks/psa/psatarget1?page=1#a1003)
