An innovative design concept of a novel retrofit seismic protection system that significantly reduces the seismic vulnerability of existing constructions and dissipates seismic energy by localised shear deformation is developed and tested. The paper results from an international collaboration, (Portugal, Italy and Pakistan) that carried out experimental measurements at JRC-Ispra (Italy) funded by the European Commission ICONS TMR-Network Research Programme (FMRX-CT96-0022, DG 12-RSRF).
