This builds on an earlier paper in which various numerically-calculated optimum structures were presented (Cox and Flikkema, Elec. J. Combinatorics, 2010), to answer, negatively, a question about perimeter-minimizing clusters. It arose from an ICMS meeting on Isoperimetric Problems that Morgan and Cox co-organised.
