This paper proposes new methodology for generation of realistic land clutter maps of interest to BAE Systems. A good impact area identified for joint future technology exploration is to significantly reduce high-cost and difficult to repeat flight based verification and validation (V&V) of RF Electronic Warfare (EW) receiver systems. In particular, the paper provides a way ahead to improve the fidelity of ground based RF threat simulators for EW V&V, where modelling of threat radars is currently limited by the lack of realistic terrain and scattering models (Contact: EW Technologist, BAE Systems).
